Agnes' father, Conrad, Count Palatine of the Rhine and the half-brother of Emperor Frederick Barbarossa , was a politician, who aimed for peace and reconciliation in the kingdom. Even before 1180, he had betrothed his daughter to Henry, the eldest son of Henry the Lion , in order to defuse the re-emerging conflict between the Houses of Hohenstaufen and Welf .

1201 John of England puts an embargo on wheat exported to Flanders in an attempt to force an allegiance between the states. He also puts a levy of a fifteenth on the value of cargo exported to France, and disallows the export of wool to France without a special license. The levies are enforced in each port by at least six men, including one churchman and one knight.King John by Warren.
